Through a democratic process the Board of Governors makes rules and takes actions pertaining to the operation and functioning of the Neighborhood Council. The Board is made up of no less than nineteen and no more than thirty-three community Stakeholders. The voting members of the Board are elected representatives from each of the five Districts, the four elected stakeholders of the Executive Committee and five to nine additional Stakeholders who serve as At Large members. The At Large Board members are elected by the Governors to remedy any lack of diversity of Stakeholder skills or representation of types of groups. The Board members are responsible for representing the issues and concerns of the Stakeholders they serve.
